Strengthening Ties Between Sapporo and ASEAN Through Experience and Dialogue
Last week, we had the honor of welcoming diplomats from four ASEAN countries — Thailand, Indonesia, Vietnam, and the Philippines — to Sapporo.
This initiative marked a meaningful step forward in strengthening connections between Sapporo and ASEAN, reaffirming our belief that such international collaboration can contribute significantly to Japan’s future economy and society.
A Program Designed for Real Connection
What we valued most in designing this program was moving away from a conventional, top-down “site tour” format.
Instead, we focused on creating opportunities for genuine dialogue and relationship-building with local stakeholders.
Participants engaged with a diverse range of people, including local farmers, university student entrepreneurs, foreign-founded startups based in Sapporo, local companies, and representatives from the city and prefectural governments. These interactions allowed for open conversations that went beyond formal explanations and into shared challenges, ideas, and possibilities.
Welcome Reception: Diplomacy Meets Friendship
On the evening of October 27, we hosted a Welcome Reception for the ASEAN diplomats, joined by representatives from Sapporo City, Hokkaido Prefecture, local companies, and honorary consulates.
The relaxed and welcoming atmosphere encouraged candid exchanges, creating a space where diplomacy and friendship naturally blended. The evening set the tone for the days that followed — one centered on openness, curiosity, and mutual respect.
Exploring Innovation, Sustainability, and Culture
On October 28, the delegation visited an advanced urban hydroponic farm producing lettuce, tomatoes, and other crops within the city. The diplomats were particularly impressed to learn that 35 Indonesian staff members are employed at the farm and that the company has expanded operations to Vietnam, highlighting the deep and growing ties between Sapporo’s businesses and ASEAN countries.
Given ASEAN’s strong interest in agriculture, the visit sparked lively discussions and thoughtful Q&A sessions around food security, technology, and sustainability.
The delegation then explored Moerenuma Park, the iconic art park designed by Isamu Noguchi. Special attention was given to the park’s innovative snow-cooling system, which utilizes natural snow for temperature control — an environmentally friendly solution that drew great interest.
Later, the group toured the City Center Snow-Melting Facility, where they observed firsthand how Sapporo applies its unique climate to practical urban infrastructure.
Connecting Through Mobility and Everyday Life
To conclude the day, the diplomats joined a city tram tour, accompanied by foreign startups based in Sapporo. What began as a simple ride quickly turned into a vibrant networking opportunity, filled with conversations about business, innovation, and cross-cultural collaboration.
Looking Ahead
The feedback from participants was overwhelmingly positive, particularly regarding the program’s emphasis on experience over explanation. Through this initiative, we not only strengthened relationships but also deepened our own understanding of ASEAN’s economic, cultural, and political landscapes.
We are already looking ahead to future programs and further refining this initiative to continue building meaningful bridges between Sapporo and ASEAN.
